Located halfway between Lampasas and Killeen at the intersection of U.S. Highway 190 and Ranch Road 2313, Kempner was originally named Picket Valley. After some trouble with the natives during its early days beginning back in the 1850s, the town of Kempner finally settled with its current name, one that was named after Harris Kempner - director of the Gulf, Colorado and Santa Fe Railway that first came through in 1882.

Served by the Copperas Cove and Lampasas Independent School Districts, Kempner's young residents are provided with an excellent education that teaches students the skills and knowledge to take on a productive role in society. Higher education facilities include Central Texas College and Tarleton State University.
