KILLEEN (Killeen Daily Herald) – The city council has approved a letter of intent to begin negotiations on locating the first zero-emission energy recycling oxidation system power plant in Killeen.
The proposed plant, to be located on Hwy. 195 at the current Killeen Transfer Station site, aims to harness the energy from the chemical breakdown of hazardous organic wastes to produce electricity.
These products, which include trash and other decaying biological material, will be sent to the plant to serve as the primary fuel source. A high-temperature oxygen catalyst ultimately will be introduced to the material to start the reaction.
The agreement does not require the city to make any bond payments. The plant's $250 million to $300 million bill will be picked up by private investors.
Preliminary projections indicate the plant could be operational in about three years
